In patch 9.1.5 Tower was included in Legion Timewalking Bonus Event, which is also no longer restricting players: recently Tower became permanently opened! Just talk with War Council Victoria at the entrance, and you are inside. Such experience was vivid and entertaining, but now it would make things unnecessarily complicated.
In Legion, it was accessible only during certain periods of the Broken Shore events and after completion of the special mage tower questline, which included its construction. Mage Tower with its doors opened once more awaits there. Deliverance Point at the southwest of it is exactly what you need.

The Mage Tower unlocks the Fel Treasures perk, which always provides the following benefits when the building is active: Help other players out and share your Artifact Challenge tips on our quest pages! The Mage Tower Building is now active on EU realms! Players that have unlocked the new set of Empowered Artifact Traits ( Power Unbound) can work on solo challenges for a new Artifact Appearance.Those who haven’t played Legion actively or missed it at all may get stuck by a simple question: how to get to Mage Tower? First of all, you will need to visit a magic city Dalaran floating above the Broken Isles, just near the location called Broken Shore. Artifact Challenges open, which allow players to try solo challenges which unlock new Artifact Weapon tints.Veiled Wyrmtongue Caches spawn across the Broken Shore, which have a chance to contain Legionfall War Supplies and Nethershard.A Portal Network spawns inside the Mage Tower, which contains portals leading to all other Broken Isle zones - Suramar, Val'sharah, Highmountain, Stormheim, and Azsuna.
